SEC, DOJ charge Florida men with HD View manipulation

U.S. authorities have arrested two Florida men accused of arranging a pump-and-dump with HD View 360 Inc., a purported surveillance systems provider. The government claims that the men were plotting a $2-million scheme, and that some of the related orders were routed through an unidentified Canadian firm. (All figures are in U.S. dollars.) It appears that the plan fell apart after the men unwittingly involved an undercover agent.

The case was unsealed on Friday, March 2, by prosecutors in New York. The defendants are Dennis Mancino, 46, of Miami, Fla., who served as HD View's president. Also named is William Hirschy, 41, of Ocala, Fla., who owns a private entity called WT Consulting Group LLC. Both men were arrested Thursday.

The charges against the men are set out in a criminal complaint filed on March 1, 2018, in the Eastern District of New York. Prosecutors cite them for a planned pump-and-dump that came to light through an undercover investigation in 2017. According to the complaint, the men intended to manipulate HD View by paying kickbacks to brokers, among other things.
