Somebody please explain this!!

In January 2021 a single entity known as "Private Advisor" bought 30% of all iShares Silver Trust (SLV) shares which equated to almost 200M ounces! WHO is this and WHY were they allowed to buy so much silver in the face of the SEC regulators? Somebody please explain this!!
