He will lead the development of the project's commercial scale demonstration plant, as well as help drive the development of the project into a world-class copper-cobalt opportunity.
Bailey has more than five decades' of experience in the mining sector, having spent 30 years at Rio Tinto where he was joint global head of mining operations, working in Africa, South America and Europe.
He was also director of a number of Rio's international companies, including Palabora Mining and Rossing Uranium in Africa, before helping found LionOre Mining, where he was CEO and chairman. The company was eventually acquired by Norilsk Nickel in 2007.
Bailey owns 7.4 million shares, or a 1.38% stake, in Arc.
