Thirteen years after it imposed a fine and ban on Vancouver's Raymond C. Dabney for the Xraymedia Inc. scheme, the B.C. Securities Commission is still attempting to collect the penalty. In a notice of claim filed in the Supreme Court of British Columbia on Jan. 5, 2018, the regulator says that Mr. Dabney has refused to pay, despite demands. The BCSC is seeking an appropriate judgment against him.

The sanction against Mr. Dabney stems from several misleading news releases that Xraymedia issued in 2003. At the time the company traded on the OTC Bulletin Board and had an office on West Hastings Street in Vancouver. Mr. Dabney was its majority shareholder and had been its president since 1999.
