Vancouver's Raymond Dabney, previously sanctioned by regulators in the United States and Canada, has found himself the subject of a lawsuit filed in the Supreme Court of British Columbia over loan agreements gone awry. Port Moody's James Scott Munro claims that he provided Mr. Dabney with several loans, both personal and through business entities, that are unpaid. Mr. Munro says that he has suffered at least $4-million in losses.

The allegations are contained in a notice of claim that Mr. Munro filed at the Vancouver courthouse on Jan. 2, 2018. The lawsuit describes a business arrangement between Mr. Munro and Mr. Dabney that lasted several years. Mr. Munro provided corporate services as well as loans to Mr. Dabney in support of Mr. Dabney's stable of public companies. These companies include Cannabis Science Inc. (an OTC Pink listing that claims to be working on a blockchain deal and on medical marijuana products). The relationship between the men fell apart in July, 2017, amidst what Mr. Munro says is a large amount of money owing to him.
